O processo legislativo e a regulamentação do Serviço Social no Brasil: uma análise documental / The legislative process and the regulation of Social Work in Brazil: a documentary analysis

Resumo: A partir de uma pesquisa documental sobre o processo que culminou na aprovação da Lei nº 8.662/93, este artigo analisa certos elementos de indefinição presentes nesse aparato legal articulando-o ao percurso legislativo. São analisados documentos produzidos pela categoria e emitidos pela Câmara e pelo Senado para compreender os efeitos de algumas perdas que se deram entre o projeto original e a lei promulgada, apontando possíveis impactos para a definição das atribuições do Serviço Social.

Abstract: From a documentary research on the process that culminated in the approval of the Law nº 8.662/93, this article analyzes certain elements of indefinition present in the legal apparatus articulating it to the legislative process. We analyze documents produced by the category and of issued by of the Chamber and of the Senate to analyze effects some losses between the original bill and law enacted, also pointing out the impact for the definition of the and duties of the Social Work.

Processo de trabalho e serviço social: dilemas, embates e limitações / Proceso de trabajo y trabajo social: dilemas, conflictos y limitaciones / Work process and social work: dilemmas, clashes and limitations

Tomando a categoria processo de trabalho em Marx como ponto de partida, este artigo resgata algumas das principais aproximações entre tal estrutura conceitual e a profissão serviço social. Para tanto, foram analisadas as produções de importantes intelectuais (iamamoto, 2010; almeida, 1996; barbosa, cardoso e almeida, 1998; granemann, 1999; cardoso et. Al. 1997; lessa, 2007) que se propuseram a discutir o tema, evidenciando as limitações, os embates e os dilemas entre as suas obras. Concomitantemente, recorre-se aos elementos clássicos da tipologia marxiana, bem como ao debate sobre o ramo de serviços para demonstrar as fragilidades de algumas dessas apropriações e apontar novos caminhos reflexivos.

Tomando la categoría proceso de trabajo en marx como punto de partida, este artículo rescates algunas de las principales aproximaciónes entre este marco conceptual y de la profesión de trabajo social. Con este fin, se analizaron las producciones de los principales intelectuales (iamamoto, 2010; almeida, 1996; barbosa, cardoso e almeida, 1998; granemann, 1999; cardoso et. Al. 1997; lessa, 2007) que propusieron para discutir el tema, destacando las limitaciones, los conflictos y los dilemas de sus obras. Al mismo tiempo, el texto regresa a los elementos clásicos de la tipología marxista, así como al debate sobre el sector de servicios para demostrar las debilidades de algunas de estas apropiaciones y apuntar nuevos caminos de reflexión.

Taking the work process category in Marx as a starting point, this article rescues some of the key approximations between this conceptual framework and social work profession. For this, the productions of leading intellectuals (iamamoto, 2010; almeida, 1996; barbosa, cardoso e almeida, 1998; granemann, 1999; cardoso et. Al. 1997; lessa, 2007) who discussed the topic, highlighting the limitations, the conflicts and the dilemmas of his works were analyzed. Concurrently, the text rescues the classic elements of the marxian typology, as well as the debate on the service sector to demonstrate the weaknesses of some of these approaches and to point new reflective paths.

Assistência estudantil no Instituto Federal Fluminense: possibilidades e limites para a permanência escolar e conclusão de curso / Student assistance at the Federal Institute Fluminense: possibilities and limits for school retention and graduation

Considerando a relevância assumida pela Assistência Estudantil desde 2010 com a promulgação do Plano Nacional de Assistência Estudantil (PNAES), este artigo propõe uma reflexão sobre o impacto dos serviços e ações de Assistência Estudantil para a permanência e a conclusão dos cursos dos estudantes do Instituto Federal Fluminense ­ IFF. Para tanto, além da revisão bibliográfica sobre o tema, a qual já sinaliza a ausência de estudos substanciais com tal enfoque, o presente trabalho demonstra como certos equívocos na implementação das ações podem produzir resultados negativos para a trajetória acadêmica dos estudantes, embora garantam a permanência escolar. Com os resultados obtidos neste estudo, interpretados à luz das produções recentes no campo dos estudos sobre Política Social e Educação, pretende-se oferecer subsídios para que sejam aprimorados serviços desenvolvidos pelas instituições de ensino superior do país que se fundamentam no PNAES.

Considering the importance assumed by the Student Welfare since 2010, with the enactment of the National Plan of Student Welfare (PNAES), this article proposes a reflection on the impact of the services and student welfare actions for the school attendance and the completion of the courses by the students of the Fluminense Federal Institute ­ IFF. Therefore, in addition to the review of the literature on this topic, which already shows the absence of substantial studies with this approach, this paper demonstrates how certain mistakes in the implementation of actions can produce negative results for the academic career of the students, although guaranteeing the school attendance. With the results obtained in this study, interpreted in the light of recent productions in the field of studies of Social Policies and Education, we intend to offer subsidies so that the services developed by higher education institutions in Brazil can be improved.
